A distinguished professional in his field, Mr. Harland currently serves as the supervisor of case intake at the Office of Police Conduct and Review, city of Minneapolis. In many ways, Mr. Harland is a walking example of the work he does. Formerly an at-risk youth who went through the legal system twice, he found himself driven to help others and reimagine how mental health and legal systems can work together.
Education and Inspiration
Raised in a military family, Mr. Harland witnessed family members transitioning into law enforcement after serving. Although he didn't want to join either organization, he sought something similar. Before making a decision, he enrolled in college. There, he learned about restorative justice and found his inspiration. He completed a bachelor's degree in vocational rehabilitation and criminal justice at the University of Wisconsin-Stout in 2011, then earned a master's degree in criminal justice and behavioral analysis from St. Joseph's University in 2015.
From Mental Health Services to Conduct Review
Following his education, Mr. Harland became involved with various children's mental and emotional health organizations from 2014 to 2021. During this time, his focus on organizational strength led him to create numerous new positions, such as an outreach worker role for diversion and a training coordinator and multiple supervisory roles for a psychiatric residential facility, all designed to better serve clients and strengthen community work. The success of his outreach work later led to it becoming a county contract role, validating its impact and sustainability. He subsequently served as assistant director of pretrial services at JusticePoint before joining the city of Minneapolis' Office of Police Conduct and Review in 2022.
Originally a video analyst with the Office of Police Conduct and Review, Mr. Harland was appointed as an internal auditor by 2023. Within the year, he was promoted to supervisor of case intake. This newly created position was originally titled Supervisory Project Coordinator and serves the Office of Police Conduct and Review (OPCR), which is the division within the Minneapolis Department of Civil Rights responsible for the oversight of complaints against police officers.
Contributions at House-Raising
Outside of his early contributions to mental health services and his current work, Mr. Harland also serves as the founder and chief executive officer of House-Raising, a nonprofit organization he founded in 2022. Noted for its success in rehabilitating youth facing legal challenges, the organization offers a life-skills curriculum and community-based activities for at-risk youth. The curriculum has been designed from the feedback of families, youth, community stakeholders and Mr. Harland's own personal experiences. Though House-Raising currently operates with a modest annual budget, his continued commitment allows the organization to deliver a genuine impact on the youth it serves. This deep dedication to creating sustainable, high-impact programs now inspires his work to expand the organization's board and leadership team, paving the way for House-Raising's next phase of growth.
Hope for the Future
Within the next five years, Mr. Harland plans to reimagine the way organizations and institutions engage with youth at the intersection of the legal system and mental health. He hopes to accomplish this through his contributions at the Office of Police Conduct and Review within the Civil Rights Department with the City of Minneapolis, as well as through his work at House-Raising, which has had a genuine impact on the youth it serves.
