Former insurance adjuster breaks down the fine print homeowners should know before they plan a FORTIFIED roof

Texas wants insurers to give a break to homes with stronger roofs. But a new bulletin is only the first step. STX Roofing, a veteran-owned roofer in Huffman, is helping Lake Houston homeowners sort out what it means.
On September 16, Governor Greg Abbott announced that the Texas Department of Insurance (TDI) will enforce Bulletin B-0008-26. It urges insurers to offer real discounts for stronger homes, like those with FORTIFIED roofs. FORTIFIED is a roofing standard from the Insurance Institute for Business & Home Safety (IBHS).
"This is good news, but it's not a coupon," said Russell Mullin, owner of STX Roofing and a former insurance adjuster. "Read the fine print before you spend money on a roof."
Four Things Most Homeowners Don't Hear
The bulletin doesn't set a discount. Each insurer decides how much credit to give. It also covers impact-resistant roofing. Ask your agent about both. TDI has asked lawmakers to require insurers to count it. Homes in Huffman sit outside TWIA's coastal area. So any credit would come from your regular carrier.
Not every roofer can install one. Since November 2025, the job must be done by a FORTIFIED certified roofer. Ask to see proof.
An outside evaluator checks the work. The evaluator documents the job as it's done and sends it to IBHS. If it all checks out, IBHS sends a certificate.
Repairs need the evaluator too. Even a small repair on a FORTIFIED roof should involve an evaluator. That helps you keep the certificate.
"Call your agent before you call a roofer," Mullin said. "Ask what a FORTIFIED roof is worth on your policy. Then weigh that against your roof's age and condition."
More Changes May Be Coming
The governor has also put forward a plan to help pay for stronger roofs. It's called the Texas Roof Fortification Program. Lawmakers could take it up next session. TDI listed the same kind of grant in its own report.
