Each stage lists the specific tasks a PTA committee needs to complete before the next stage begins, including vendor booking, insurance documentation submission, campus layout planning, volunteer recruitment, ticket presales, and final weather contingency planning.

The timing of the release reflects a scheduling reality that Rodriguez says catches many parent organizations by surprise. A carnival or fall festival held in early October sits inside the ten-week window as of the first week of August, meaning committees forming during back-to-school weeks are already at the point where vendor selection and district paperwork should be underway.

"Most PTA chairs are volunteers who inherited the job in May and are looking at a fall festival date for the first time in August," Rodriguez said. "The part that surprises people is not the equipment. It is the paperwork. Hays CISD requires a certificate of insurance naming the campus or the district as additionally insured before any inflatable company can set foot on school property, and the district approval process can take five to ten business days at peak season. If a committee starts that process the week before the event, they are gambling with their own carnival."

The vendor documentation section of the guide details what campuses require and what the company supplies, including a certificate of insurance provided within 48 business hours of request, written booking confirmation with equipment list and weather policy, and a W-9 for district vendor registration where required. The guide instructs PTA chairs to bring three items to the booking call: the exact legal entity name to be listed as additionally insured, the event date and campus address, and any minimum coverage amount specified by the district. The standard requirement in the region is $1 million per occurrence.

"Understaffing is what turns a good carnival into a long afternoon," Rodriguez said. "The bounce house supervisor position is the one people try to double up, and it is the one position that cannot be doubled up. That person controls who goes in, keeps the age groups separated, and manages the rotation. If they are also selling tickets, nobody is watching the unit."

The guide has budget frameworks based on enrollment size, with itemized cost ranges for inflatable rentals, concession machine rentals, concession supplies, signage, and change funds, as well as typical revenue estimates based on family attendance and average per-family spend. The guide notes that bounce houses and concession machines consistently outperform games, crafts, and silent auction items in ticket revenue at Hays County elementary carnivals.
