The project represents Phase II of the Blair community and will expand workforce housing options for families earning 30%–80% of Area Median Income near major Cincinnati employment centers.

CINCINNATI, Ohio - Kingsley and Company Cincinnati has officially broken ground on The Blair, a 49-unit affordable housing development in the Avondale neighborhood, marking continued progress in expanding workforce housing options in the city’s Uptown corridor.

The Blair represents the second phase of the broader Blair community. Once completed, the combined Phase I and Phase II developments will deliver a total of 113 income-restricted apartment homes serving households earning between 30% and 80% of the Area Median Income (AMI). The expansion reinforces Kingsley and Company Cincinnati’s commitment to increasing access to quality housing in proximity to major employment and institutional anchors.

Located in Cincinnati’s Uptown district, The Blair is positioned near some of the region’s largest employers and institutions, including the University of Cincinnati, UC Health, Cincinnati Children’s Hospital Medical Center, and Cincinnati Public Schools. The development is designed to support working families, healthcare professionals, educators, first responders, and essential workers seeking housing options near their places of employment.

Kingsley and Company Cincinnati, a minority-owned commercial real estate investment and development firm, is leading the project as part of its broader strategy to revitalize communities through targeted investment and long-term asset stewardship. From site acquisition to stabilization, the firm focuses on assembling strategic partnerships and executing developments that align with community needs and regional growth priorities.

“The Blair is a continuation of our work to create housing that strengthens neighborhoods and supports the workforce that serves Cincinnati every day,” said Chinedum Ndukwe, Principal of Kingsley and Company Cincinnati. “By building in close proximity to major employment centers, we aim to provide practical housing solutions that promote stability and accessibility.”

The Blair is financed in part through the 4% Low-Income Housing Tax Credit (LIHTC) program, a key mechanism that enables the development of income-restricted housing while maintaining standards of quality and long-term affordability. The use of LIHTC financing reflects a structured approach to delivering housing that remains accessible to residents across a range of income levels.

Phase I of the Blair community laid the foundation for the broader development strategy in Avondale. The groundbreaking of Phase II signals continued housing momentum for Kingsley and Company Cincinnati and underscores sustained investment in the Uptown neighborhood. By building on previous phases, the firm is advancing a multi-stage approach designed to meet housing demand incrementally while maintaining operational oversight and asset performance.

The Blair’s income-restricted model serves households earning between 30% and 80% of AMI, addressing a segment of the market that often faces limited access to new construction in high-demand urban corridors. The development’s location offers residents access to employment, healthcare, education, and transportation infrastructure, contributing to long-term neighborhood stability.

Kingsley and Company Cincinnati’s broader portfolio spans redevelopment, asset management, leasing, design and build, acquisitions and dispositions, investment, financing, and sustainability initiatives. The firm’s development strategy emphasizes structured partnerships and coordinated execution from acquisition through stabilization.

With the groundbreaking of The Blair, Kingsley and Company Cincinnati continues its focus on expanding affordable and workforce housing inventory in Cincinnati while aligning development efforts with community-centered revitalization objectives.
