Jan. housing starts rebound to 596,000 pace

Housing starts rebounded to 596,000 in Jan. after falling to 520,000 in the previous month, which was the lowest level since April 2009. Permits fell in January as expected after a strong gain in December as builders rushed to avoid building code changes in several key states.
