Special election aside, Tempe and Phoenix still at odds over proposed entertainment district's residential development

As Tempe voters weigh the three ballot measures that would allow the massive Arizona Coyotes' entertainment district and hockey arena project to move forward in a May 16 special election, there are still other issues to be resolved as the city of Phoenix, Tempe and the Coyotes square off in court.
