How Andrew Cuomo plans to use rapid testing to reopen restaurants, theaters, art centers

"The vaccine is the weapon that will end the war. But it won't hit critical mass until June, September or even December," Cuomo said during a speech from the Capitol's War Room on Tuesday. "If we don't [act now], dining will remain at levels too low for the restaurants to survive, offices will remain empty hurting the service businesses that depends on those office workers. Theaters and sports stadiums will sit empty. People will remain out of work."
